Blizzard has made changes to the rate at which bosses drop tier armor in Season 3, resulting in fewer tier drops at the start of the season. However, the Revival Catalyst will be available to help players complete their set bonuses faster. This adjustment aims to bring players who prefer not to raid closer in progression to raiders.
